Louis Guirola, Jr., was born in 1951 in Baltimore, Maryland. He earned an undergraduate degree from William Carey College and received his Juris Doctor from the University of Mississippi.
Guirola began his career in private practice before serving as an assistant district attorney in Mississippi and then a county board attorney. He returned to private practice, then became the assistant U.S. attorney for the Eastern District of Texas.
Guirola served as a magistrate judge for the U.S. District of Western Texas and then for the U.S. District of Southern Mississippi. President George W. Bush nominated Guirola to the bench of the Southern District of Mississippi in September 2003. The Senate confirmed him, and he was commissioned in March 2004. He served as chief judge from 2010 to 2017, and assumed senior status in March 2018.
Supreme Court Chief Justice John Roberts appointed Guirola to the Foreign Intelligence Surveillance Court in July 2019. Guirola was then appointed to the Alien Terrorist Removal Court in 2021.

District of Southern Mississippi Senior Judge Louis Guirola ruled that the Department of Health and Human Services overstepped its authority when it redefined “sex” under Title IX in 2024 to include gender identity. Fifteen states sued the federal agency to protect sex-segregated spaces in healthcare settings and Medicaid programs and to prevent medical personnel from being forced to provide taxpayer-funded sex-change procedures.
“In the opinion of the Court, Congress only contemplated biological sex when it enacted Title IX in 1972,” Judge Guirola wrote. “Therefore, the Court finds that HHS exceeded its authority by implementing regulations redefining sex discrimination and prohibiting gender identity discrimination.”
“Plaintiffs’ claims are not premature, abstract, or contingent,” the judge wrote. “The promise of HHS ‘consideration’ offers little comfort or protection from, as noted below, an overreach of executive authority. The Rule is in place, and the threat of enforcement and legal action is real. Therefore, this lawsuit is ripe for a decision.”
